When we talk about a country's inflation, it usually refers to inflation based on the Consumer Price Index (CPI). But in order to compare the consumer prices of the different EU countries, the European Central Bank (ECB) has created the HICP, the Harmonized Index of Consumer Prices. It is a consumer price index, comparable to the CPI, where the 'basket of goods and services' is harmonised. This means that the same goods and services are used for all EU countries. The HICP is a weighted average of the price indices of the Member States and is calculated per country. The ECB aims for price stability, which equates to a HICP of around 2% per annum over the medium term.
